Yes, you only have a small chance of winning if you submit it, but you have NO chance of winning if you don't submit anything! Don't let the fear of striking out keep you from playing the game, or whatever that quote is!

That doesn't mean he's a girl – the man could have just assumed he was. You can't tell because he's wearing a gas mask. Plus we don't even know that happened, or that it happened the way Captain said. He's an unreliable narrator. Plus Captain called himself "laddie" in the panel right before that.
Point is, he has been referred to as both a guy and a girl, so we don't have confirmation either way.
